Today, I was able to witness the actual operation of OPLAN KATOK, this is very interesting because I observe how police negotiated with the owner of the gun.
At first, the owner was insisting that he already process the registration of his firearm and showed documents proving that he was only waiting for the release of the permit. However, PSSG Erick John Holgado explained that even if there is a pending release order, the owner of the firearm must still surrender it because it will still fall to the violation under RA 10591 or illegal possession of firearms, he reiterated, the mere possession of an expired license of a firearm is punishable by law.
And so the owner was convinced to voluntarily turn over his firearm to the authority and wait for the release order to come. The police assure the owner that after he presents his renewed registration to the police station they will immediately release it to the owner.
Oplan Katok, formerly known as Balik armas, is one of the best practices of Batangas PPO which aims to promote responsible gun ownership and regulate firearms. This is done through a house-to-house search of owners of firearms with expired licenses. As shown, an owner voluntarily surrendered his gun with an expired license to PSSG ERICK JOHN HOLGADO. After the operation, cadets joined the bible sharing in Brgy. New Danglayan as part of the KASIMBAYANAN Program of Bauan MPS.
As law enforcers, effective communication and clear explanations of rules and regulations are important for gaining public trust. While knowledge is certainly important, simply being knowledgeable may not be sufficient to convince the public to follow the law. Law enforcement officers must also be able to communicate clearly and understandably and take into account the diverse perspectives and needs of the communities they serve. Effective communication strategies may include active listening, using plain language, providing concrete examples, and addressing questions and concerns from the public. Ultimately, building trust and mutual respect between law enforcement and the community is key to promoting compliance with the law.
